Introduction
The Food Department of Gilgit-Baltistan is committed to address and resolve wheat and atta-related issues promptly and effectively. To achieve this, we have established a structured public grievance redressal system that operates at multiple levels to ensure comprehensive coverage and quick resolution of all concerns.
First Level
At the first level, we have formed mohallah committees for each dealer. These committees consist of local community members who are well-acquainted with the residents' needs and concerns. Their primary responsibility is to tackle wheat and flour-related issues within their mohallah. By leveraging their local knowledge and community trust, these committees can resolve many issues quickly and efficiently, ensuring smooth distribution and addressing any immediate grievances.
Second Level
At the second level, area in-charges play a pivotal role in overseeing the distribution process and providing a higher level of oversight. These official representatives are present at the time of wheat and flour issuance to monitor and supervise the activities of the concerned dealers. They ensure that the distribution is conducted fairly and transparently. In addition to their supervisory duties, area in-charges listen to any wheat-related issues raised by the people in their area. They work to resolve these problems in accordance with departmental policies by negotiating with dealers and mohallah committees. This ensures that more complex issues, which cannot be handled at the mohallah level, receive the necessary attention and resolution.
Third Level
At the third level, if an issue remains unresolved by the area in-charges, it is escalated to the Assistant Director (AD) or Civil Supply Officer (CSO) of the concerned district. The AD/CSO examines the case in detail and coordinates with all relevant stakeholders to find a solution. This includes calling upon local notables and working closely with the district administration. Through this coordinated effort, the AD/CSO ensures that even the most challenging issues are addressed comprehensively and satisfactorily.
Multi-Tiered
This multi-tiered grievance redressal system underscores our commitment to transparency, accountability, and responsiveness. By empowering local mohallah committees, ensuring diligent oversight by area in-charges, and involving senior officials for complex cases, we aim to provide a reliable and efficient service to the residents of Gilgit-Baltistan.
